Mnogi mediji su se zauvek zatvorili, dok su u isto vreme, rad na daljinu i \u017eivot iza zatvorenih vrata otkrili neiskori\u0161c\u0301ene moguc\u0301nosti za medije i e-trgovinu, koja je imala nevi\u0111eni rast. U stvari, e-trgovina je imala vec\u0301i rast tokom prva tri meseca pandemije nego tokom prethodnih deset godina postojanja. Kao rezultat toga, prema\u0161ene su procene rasta i projektovani trendovi u e-trgovini predstavljeni pre januara 2020. godine. Kao rezultat ovih trendova, veliki mediji razvijaju svoje strategije monetizacije u skladu sa trendovima razvoja e-trgovine.<\/p>\n\n<p><p><span style=\"font-weight: 400;\">Projekat Media for All (MfA), posebno tok poslovnog razvoja koji vodi Thomson Foundation (TF), podr\u017eao je lokalne medijske ku\u0107e u zemljama Zapadnog Balkana obezbe\u0111ujuc\u0301i <\/span><b>stalno mentorstvo, prilago\u0111enu izgradnju kapaciteta i investicione grantove<\/b><span style=\"font-weight: 400;\">. TF tim je iskusio i identifikovao razli\u010dite nedostatke u kapacitetima i znanju kada je u pitanju uspe\u0161no uvo\u0111enje i implementacija e-trgovine putem digitalnih platformi lokalnih medija.<\/span><\/p><\/p>\n\n<p>S jedne strane, postoji nedostatak iskustva i znanja u medijskim timovima o tehni\u010dkoj i poslovnoj strani e-trgovine i njenim moguc\u0301nostima, dok sa druge strane nedostatak tehni\u010dkih i ljudskih resursa predstavlja dodatnu prepreku za njeno uspe\u0161no uvo\u0111enje. Pored toga, postoje mnogi kontekstualni problemi koji su rezultat \u010dinjenice da usluge e-trgovine nisu lako dostupne lokalnim medijima u ovim zemljama.<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Dok na razvijenim evropskim tr\u017ei\u0161tima trenutni trendovi uklju\u010duju razgovornu trgovinu (Alexa, Siri), a plac\u0301anje putem kartica je roba, tr\u017ei\u0161tem u ZB i dalje dominira gotovina. A vec\u0301ina lokalnih medija se jo\u0161 uvek bori da ima a\u017eurirane veb stranice.<\/p><\/blockquote>\n\n<h2 class=\"wp-block-heading\">Trendovi e-trgovine na Zapadnom Balkanu<\/h2>\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"506\" src=\"https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/02-E-commerce-trends-in-the-WB_-1-1024x506.png\" alt=\"trendovi-e-trgovine-na-Zapadnom-Balkanu\" class=\"wp-image-17348\" srcset=\"https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/02-E-commerce-trends-in-the-WB_-1-1024x506.png 1024w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/02-E-commerce-trends-in-the-WB_-1-300x148.png 300w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/02-E-commerce-trends-in-the-WB_-1-768x379.png 768w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/02-E-commerce-trends-in-the-WB_-1.png 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p>Jugoisto\u010dna Evropa se, uklju\u010dujuc\u0301i zemlje Zapadnog Balkana, i pre globalne krize smatrala tr\u017ei\u0161tem sa velikim potencijalom za razvoj e-trgovine. Ovo tr\u017ei\u0161te godinama bele\u017ei dvocifren rast i prometa i broja transakcija. Digitalni mediji su ostvarili dvocifreni rast u 2020. u odnosu na 2019. godinu.<\/p>\n\n<p>Broj korisnika e-trgovine je veoma va\u017ean pokazatelj veli\u010dine i potencijala tr\u017ei\u0161ta. Ovo je posebno va\u017eno za \u201enezrela\u201c tr\u017ei\u0161ta e-trgovine kao \u0161to su tr\u017ei\u0161ta ZB6. Tako\u0111e je primetna promena u pona\u0161anju kupaca. Danas je plac\u0301anje ra\u010duna preko interneta prihvatljivo, \u010dak i po\u017eeljno. Samo u 2019. godine najvec\u0301i deo starijeg stanovni\u0161tva u zemljama regiona smatrao je to nepouzdanim.<\/p>\n\n<p>Jedna od najvec\u0301ih telekomunikacionih kompanija, koja posluje u vi\u0161e zemalja na Zapadnom Balkanu, prijavila je povec\u0301anje u plac\u0301anju ra\u010duna putem interneta od strane te specifi\u010dne grupe korisnika. Pandemija je dovela do toga da se vi\u0161e digitalnog sadr\u017eaja konzumira u medijima.<\/p>\n\n<p><p><span style=\"font-weight: 400;\">Upotreba platnih kartica je povec\u0301ana u svim zemljama Zapadnog Balkana. Srbija, Severna Makedonija i Crna Gora su u povoljnijoj poziciji u odnosu na druge zemlje u pogledu kori\u0161c\u0301enja kartica. U Albaniji, Severnoj Makedoniji i na Kosovu, ceo proces uklju\u010divanja <\/span><b>provajdera platnih usluga (PSP) <\/b><span style=\"font-weight: 400;\">je sporiji zbog sporijeg razvoja e-trgovine \u201eprihvatiteljskog\u201cbankarstva.<\/span><\/p><\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>U zemljama Zapadnog Balkana je neophodno razviti jednistveno, centralizovano re\u0161enje pla\u0107anja za monetizaciju digitalnih sadr\u017eaja, poslovanja i usluga u vezi sa medijima.<\/p><\/blockquote>\n\n<h2 class=\"wp-block-heading\">Zajedni\u010dka platforma plac\u0301anja<\/h2>\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"506\" src=\"https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/03-Joint-payment-platform-1024x506.png\" alt=\"zajedni&#x10D;ka-platforma-plac&#x301;anja\" class=\"wp-image-17336\" srcset=\"https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/03-Joint-payment-platform-1024x506.png 1024w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/03-Joint-payment-platform-300x148.png 300w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/03-Joint-payment-platform-768x379.png 768w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/03-Joint-payment-platform.png 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p><p><span style=\"font-weight: 400;\">Na osnovu uo\u010denih trendova i iskustava prikupljenih tokom pilotiranja i testiranja razli\u010ditih modaliteta plac\u0301anja sa medijima u VB6, ovaj \u010dlanak se zala\u017ee za<\/span><b> stvaranje regionalne platforme za medijsko plac\u0301anje, koja bi razli\u010ditim regionalnim nezavisnim medijima pru\u017eila alat <\/b><span style=\"font-weight: 400;\">za postizanje odr\u017eivosti kroz monetizaciju svog sadr\u017eaja.<\/span><\/p><\/p>\n\n<p>Stvaranje jedinstvene platne platforme za prihvatanje kartica u svih \u0161est zemalja je veoma slo\u017een zadatak. Da bismo ilustrovali slo\u017eenost obrade plac\u0301anja putem jedne platforme za plac\u0301anje, mo\u017eemo koristiti dva primera:<\/p>\n\n<p>\u25cf Jednostavan slu\u010daj: U slu\u010daju \u010ditaoca iz Bosne i Hercegovine koji \u017eeli pristupiti digitalnom sadr\u017eaju na BiH portalu, transakcije bi se trebale usmeriti na lokalnu banku prihvatitelja.<\/p>\n\n<p>\u25cf Slo\u017een slu\u010daj: U slu\u010daju kada \u010ditalac iz Crne Gore \u017eeli da pristupi digitalnom sadr\u017eaju iz Bosne i Hercegovine, odluka o rutiranju transakcije postaje slo\u017eena jer bi ova transakcija bila klasifikovana kao prekograni\u010dna transakcija sa dodatnim naknadama za usluge plus bi uklju\u010divala i konverzije valuta.&#13;\n<\/p>\n\n<p>Svaki projekat uklju\u010duje rizik i izazove koje treba na odgovarajuc\u0301i na\u010din adresirati kako bi se ubla\u017eili neuspesi i povec\u0301ala verovatnoc\u0301a za uspe\u0161nu implementaciju. Za predlo\u017eena re\u0161enja to uklju\u010duje sledec\u0301e &#8211; regulatorni aspekt, optimizaciju poslovnog modela, pilotiranje razli\u010ditih re\u0161enja i kvalitet sadr\u017eaja.<\/p>\n\n<h2 class=\"wp-block-heading\">Pristup e-plac\u0301anju: Regulatorni aspekt<\/h2>\n\n<p>Jedan od izazova za stvaranje jedinstvenog tehni\u010dkog re\u0161enja su regulatorni uslovi i zahtevi koji se razlikuju od zemlje do zemlje.U tom smislu, identifikovanje razlika i njihova primena na jednu tehni\u010dku platformu iziskuje vreme i tro\u0161kove. Re\u0161enje treba da bude lokalizovano i prilago\u0111eno svakom od tr\u017ei\u0161ta. Pristup medijima razli\u010ditim uslugama i metodama e-plac\u0301anja c\u0301e se razlikovati od zemlje do zemlje, na osnovu dostupnosti i regulatornog okvira. Na primer, svaka dr\u017eava u regionu, osim Kosova i Crne Gore, ima svoju valutu.Kosovo i Crna Gora koriste EUR, ali plac\u0301anja izme\u0111u entiteta u ove dve zemlje moraju da idu preko posredni\u010dkih banaka u EU.<\/p>\n\n<h2 class=\"wp-block-heading\">Poslovni model i model monetizacije<\/h2>\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"506\" src=\"https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/04-Business-model-and-model-of-monetization-1024x506.png\" alt=\"poslovni-model-i-model-monetizacije\" class=\"wp-image-17340\" srcset=\"https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/04-Business-model-and-model-of-monetization-1024x506.png 1024w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/04-Business-model-and-model-of-monetization-300x148.png 300w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/04-Business-model-and-model-of-monetization-768x380.png 768w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/04-Business-model-and-model-of-monetization.png 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p>Nezavisni mediji su obi\u010dno manji od nacionalnih ili mejnstrim medija. Imaju manju i specifi\u010dniju, ili odre\u0111eniju publiku. Ovo treba uzeti u obzir prilikom kreiranja poslovnih modela i marketin\u0161kih strategija. Optimalni model monetizacije zavisic\u0301e od profila publike, potreba medija i o\u010dekivanja \u010ditalaca.<\/p>\n\n<h2 class=\"wp-block-heading\">Optimizacija poslovanja<\/h2>\n\n<p>Tokom godina, \u010ditaoci su se navikli da besplatno pristupaju sadr\u017eaju. Vec\u0301 postoji istorija neuspelih poku\u0161aja uvo\u0111enja opcija plac\u0301anja na sli\u010dnim portalima u ovom regionu. Neophodno je isprobati nekoliko modela monetizacije ako prvi ne daje zadovoljavajuc\u0301e rezultate. Pilotiranjem i ispitivanjem razli\u010ditih modela monetizacije, mediji bi trebalo da budu u stanju da identifikuju optimalno re\u0161enje.<\/p>\n\n<h2 class=\"wp-block-heading\">Kvantitet naspram kvaliteta<\/h2>\n\n<p>Ova dilema je zasnovana na pretpostavci da \u010ditaoci ne \u017eele da plate za sadr\u017eaj koji mogu besplatno da dobiju negde drugde. Argument je da postoji zna\u010dajan broj medija koji nude isti ili sli\u010dan sadr\u017eaj, a ako jedna kuc\u0301a uvede 1a paywall (pretplata koja otklju\u010dava sadr\u017eaj), korisnici c\u0301e se okrenuti drugim kuc\u0301ama koje nastavljaju da nude besplatan sadr\u017eaj. Mediji \u010desto poku\u0161avaju da prevazi\u0111u ovaj izazov tako \u0161to pru\u017eaju vi\u0161e sadr\u017eaja u odnosu na kvalitetan sadr\u017eaj \u2013 dajuc\u0301i prednost kvantitetu nad kvalitetom. Ali ovakav pristup donosi samo kratkoro\u010dni uspeh \u2013 povec\u0301anje broja poseta, ali ne i povec\u0301anje finansijske stabilnosti i prihoda. Primeri iz mnogih sli\u010dnih slu\u010dajeva pokazuju da kvalitetan sadr\u017eaj mo\u017ee pronac\u0301i put do \u010ditalaca koji su spremni da plate za kvalitet.<\/p>\n\n<h2 class=\"wp-block-heading\">Predlo\u017eeno re\u0161enje<\/h2>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"506\" src=\"https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/05-Proposed-solution-1024x506.png\" alt=\"predlo&#x17E;eno-re&#x161;enje\" class=\"wp-image-17344\" srcset=\"https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/05-Proposed-solution-1024x506.png 1024w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/05-Proposed-solution-300x148.png 300w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/05-Proposed-solution-768x379.png 768w, https:\/\/journalift.org\/wp-content\/uploads\/2022\/10\/05-Proposed-solution.png 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p><p><span style=\"font-weight: 400;\">Jedinstveno re\u0161enje za plac\u0301anje mora se nac\u0301i u kontekstu projekata sli\u010dnih \u201eMedia for All\u201c i ono treba da odgovori na potrebe i realne kapacitete medija koji su bliski korisnici. Logi\u010dan pristup u tom slu\u010daju bi bio da <\/span><b>razvojni proces krene iz Severne Makedonije i Srbije<\/b><span style=\"font-weight: 400;\"> (zbog visokorazvijenog bankarskog sektora), <\/span><b>a odmah zatim iz Bosne i Hercegovine<\/b><span style=\"font-weight: 400;\">. Na taj na\u010din bi se omoguc\u0301ila najbolja trakcija uz punu postignutu uskla\u0111enost sa propisima.<\/span><\/p><\/p>\n\n<p><p><b>Projekat bi trebalo da se razvija u dve faze <\/b><span style=\"font-weight: 400;\">zbog slo\u017eenosti regulatornih zahteva na svih \u0161est tr\u017ei\u0161ta i razli\u010ditih faza razvoja tr\u017ei\u0161ta u svakoj od zemalja. To bi omoguc\u0301ilo bolju kontrolu i upravljanje rizicima za dobrobit ukupnog uspeha projekta.<\/span><\/p><\/p>\n\n<p>Prva faza bi podrazumevala stvaranje baza na tri najrazvijenija tr\u017ei\u0161ta (Srbija, Severna Makedonija i Bosna i Hercegovina). Ova preporuka je zasnovana na veli\u010dini tr\u017ei\u0161ta i njihovim razli\u010ditim razvojnim fazama. Va\u017eno je pokriti tr\u017ei\u0161ta sa najvec\u0301im brojem potencijalnih korisnika kako bi se stvorila dovoljna trakcija za odr\u017eivost projekta. Prva faza c\u0301e se fokusirati na osnovne metode monetizacije sa \u0161iroko razvijenim metodama plac\u0301anja: pretplata, donacije i \u010dlanstvo putem prihvatanja platnih kartica.<\/p>\n\n<p>Druga faza bi uklju\u010dila preostala tri tr\u017ei\u0161ta (Crna Gora, Kosovo i Albanija) i dodavanje naprednih re\u0161enja za plac\u0301anje poput e-nov\u010danika, kao i implementaciju slo\u017eenijih metoda monetizacije:  paywall ili pay-per-view (platiti po pregledu). Druga faza bi se finansirala iz tekuc\u0301ih prihoda i grantova za nove projekte.<\/p>\n\n<p>Poslovnu komponentu c\u0301e predstavljati posebna kompanija koja c\u0301e upravljati ukupnim poslovnim modelom i zastupac\u0301e interese projekta. Poslovni subjekt bi upravljao svim tehni\u010dkim procesima, tehni\u010dkom integracijom sa PPU-ovima i akvizicijskim bankama na svim tr\u017ei\u0161tima i op\u0161tom podr\u0161kom za sve medije. Saradnja izme\u0111u poslovne komponente kompanije i medija dovela bi do sinergije u pregovorima o uslovima sa PPU-ovima i bankama prihvatiteljima, edukaciji o novim trendovima e-trgovine i podr\u0161ci u implementaciji novih strategija monetizacije i metoda plac\u0301anja. <\/p>\n\n<h2 class=\"wp-block-heading\">KLJU\u010cNI POJMOVI I TERMINOLOGIJA<\/h2>\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#e99623\"><tbody><tr><td><p><strong>E-trgovina<\/strong><b> \u2013 <\/b><span style=\"font-weight: 400;\">poznata i kao elektronska trgovina ili internet trgovina, odnosi se na kupovinu i prodaju robe ili usluga na inrernetu, kao i na prenos novca i podataka za izvr\u0161enje ovih transakcija.<\/span><\/p><p><strong>Trgovac\/Privrednik<\/strong> <b>\u2013 <\/b><span style=\"font-weight: 400;\">osoba ili kompanija koja prodaje robu ili usluge isklju\u010divo putem interneta.<\/span><\/p><p><strong>Trgovinski ra\u010dun<\/strong><b> \u2013 <\/b><span style=\"font-weight: 400;\">vrsta komercijalnog ili poslovnog bankovnog ra\u010duna koji omoguc\u0301ava klijentima da prihvataju i obra\u0111uju transakcije elektronskim platnim karticama.<\/span><\/p><p><strong>Na\u010din plac\u0301anja<\/strong> <b>\u2013 <\/b><span style=\"font-weight: 400;\">proces (ili skup procesa) koji korisnik upotrebljava da bi platio svoju porud\u017ebinu.<\/span><\/p><p><strong>Platna transakcija<\/strong><b> \u2013<\/b><span style=\"font-weight: 400;\"> radnja koju inicira platilac ili primalac plac\u0301anja, a koja stavlja, prenosi ili povla\u010di sredstva, bez obzira na bilo kakve osnovne obaveze izme\u0111u platioca i primaoca plac\u0301anja.<\/span><\/p><p><strong>Platni instrument<\/strong> <b>\u2013 <\/b><span style=\"font-weight: 400;\">bilo koji personalizovani ure\u0111aj i\/ili skup procedura dogovorenih izme\u0111u korisnika platnih usluga i pru\u017eaoca platnih usluga, koji korisnik platnih usluga koristi u cilju izdavanja naloga za plac\u0301anje. Kartice, kreditni transferi, direktna zadu\u017eenja i elektronski novac su instrumenti bezgotovinskog plac\u0301anja kojima krajnji korisnici platnih sistema prenose sredstva izme\u0111u bankarskih ra\u010duna ili drugih finansijskih institucijama.<\/span><\/p><p><strong>Platna kartica<\/strong><b> \u2013 <\/b><span style=\"font-weight: 400;\">platni instrument i deo platnog sistema koji izdaju finansijske institucije (kao \u0161to je banka) klijentu, koja omoguc\u0301ava njenom vlasniku (vlasniku kartice) pristup sredstvima na odre\u0111enim bankovnim ra\u010dunima, ili kreditnom ra\u010dunu i vr\u0161enje plac\u0301anja (preko glavnih karti\u010dnih \u0161ema kao \u0161to su Visa, Mastercard, UnionPai, American Ekpress, Dina).<\/span><\/p><p><strong>E-novac<\/strong> (elektronski novac) <b>\u2013 <\/b><span style=\"font-weight: 400;\">\u0161iroko se defini\u0161e kao <strong>elektronsko skladi\u0161te nov\u010dane vrednosti na tehni\u010dkom ure\u0111aju<\/strong> koji se mo\u017ee na\u0161iroko koristiti za plac\u0301anje subjektima koji nisu izdavaoci e-novca. Ure\u0111aj deluje kao pripejd instrument nosioca koji ne uklju\u010duje nu\u017eno bankovne ra\u010dune u transakcijama.<\/span><\/p><p><strong>Provajderi platnih usluga (PPU)<\/strong><b> \u2013 <\/b><span style=\"font-weight: 400;\">tako\u0111e poznati kao dobavlja\u010di trgova\u010dkih usluga ili PPU, su trec\u0301e strane koje poma\u017eu trgovcima da prihvate plac\u0301anja. Provajderi platnih usluga omoguc\u0301avaju trgovcima da prihvate kreditna\/debitna plac\u0301anja (kao i bankovne transfere, bankovne transfere u realnom vremenu, itd.) povezujuc\u0301i ih sa \u0161irim finansijskim svetom.<\/span><\/p><p><strong>Poslovni model agregatora<\/strong> <b>\u2013 <\/b><span style=\"font-weight: 400;\">mre\u017eni poslovni model e-trgovine u okviru kojeg firma, poznata kao agregator, na jednom mestu objedinjuje informacije i podatke o odre\u0111enoj robi ili usluzi koju nudi nekoliko konkurentskih provajdera. Agregator \u010dini provajdere svojim partnerima i prodaje njihove usluge ili proizvode pod sopstvenim brendom.<\/span><\/p><\/td><\/tr><\/tbody><\/table><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>Pandemija COVID-19 okrenula je svet naglava\u010dke, uklju\u010dujuc\u0301i i medijsku industriju.
