Gjat\u00eb dekad\u00ebs s\u00eb kaluar, papun\u00ebsia n\u00eb mesin e t\u00eb rinjve n\u00eb Ballkanin Per\u00ebndimor ka qen\u00eb nj\u00eb problem i vazhduesh\u00ebm. T\u00eb rinjt\u00eb nga Shqip\u00ebria, Bosnja dhe Hercegovina dhe Kosova po largohen n\u00eb m\u00ebnyr\u00eb masive nga Ballkani n\u00eb k\u00ebrkim t\u00eb mund\u00ebsive m\u00eb t\u00eb mira p\u00ebr pun\u00eb dhe nj\u00eb shansi p\u00ebr nj\u00eb jet\u00eb m\u00eb cil\u00ebsore.\u00a0<\/b><\/p><\/p>\n\n

\u201cEdhe pse ka papun\u00ebsi n\u00eb Kosov\u00eb, mendoj se mjek\u00ebt, avokat\u00ebt, arkitekt\u00ebt nuk do t\u00eb mbeteshin pa pun\u00eb. Genista jeton n\u00eb nj\u00eb apartament me pes\u00eb shoqe dhome t\u00eb tjera n\u00eb Tetov\u00eb, k\u00ebshtu q\u00eb prit\u00ebm deri sa gjeti nj\u00eb dhom\u00eb m\u00eb t\u00eb qet\u00eb. \u00cbsht\u00eb fillimi i vitit akademik dhe ajo \u00ebsht\u00eb larg nga vendlindja e saj \u2013 Ferizaji n\u00eb Kosov\u00eb. Dikush mund t\u00eb mendoj\u00eb se kjo ka ardhur edhe si pasoj\u00eb e pandemis\u00eb Covid-19, por situata ishte edhe m\u00eb e keqe n\u00eb vitin 2019, ku shkalla e papun\u00ebsis\u00eb tek t\u00eb rinjt\u00eb n\u00eb Kosov\u00eb arrinte 34.7%. \n<\/p>\n\n

Bosnja dhe Hercegovina \u00ebsht\u00eb p\u00ebrballur me shum\u00eb probleme politike p\u00ebr vite me radh\u00eb dhe nj\u00eb kriz\u00eb tjet\u00ebr nuk ndihmon fare. \n<\/p>\n\n

Erol Hand\u017ear (25), gazetar i ri nga Sarajeva, tha se situata politike \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar nd\u00ebr vite, nuk \u00ebsht\u00eb se gjith\u00e7ka ndodhi n\u00eb nj\u00eb dit\u00eb. Pas<\/span> vendimit<\/span><\/a> t\u00eb Valentin Inzko, si ish-P\u00ebrfaq\u00ebsuesi i Lart\u00eb i Bosnj\u00ebs dhe Hercegovin\u00ebs, p\u00ebr imponimin e nj\u00eb ligji q\u00eb ndalon mohimin e gjenocidit dhe q\u00eb e b\u00ebn at\u00eb nj\u00eb krim t\u00eb d\u00ebnuesh\u00ebm me ligj. P\u00ebr shkak t\u00eb situat\u00ebs politike t\u00eb paq\u00ebndrueshme, gjenerata e t\u00eb rinjve n\u00eb Bosnje dhe Hercegovin\u00eb do t\u00eb tentoj\u00eb edhe m\u00eb shum\u00eb t\u00eb largohet nga vendi. \n<\/p>\n\n

P\u00ebrqindjet e papun\u00ebsis\u00eb po shkaktojn\u00eb probleme n\u00eb Ballkanin Per\u00ebndimor sepse e ardhmja e t\u00eb rinjve \u00ebsht\u00eb e pasigurt. Vendet e pun\u00ebs jan\u00eb t\u00eb pakta dhe mungesa e p\u00ebrgjithshme e standardeve ekonomike dhe e siguris\u00eb financiare po i shtyn gjithnj\u00eb e m\u00eb shum\u00eb t\u00eb rinjt\u00eb q\u00eb t\u00eb largohen. \n<\/p>\n\n

Sipas nj\u00eb studimi<\/span> t\u00eb udh\u00ebhequr nga profesori i makroekonomis\u00eb n\u00eb Shkoll\u00ebn p\u00ebr Shkenc\u00eb dhe Teknologji (SSST) n\u00eb Sarajev\u00eb, Faruk Had\u017ei\u0107, \u201c<\/span>Gjermania pret 37% r\u00ebnie n\u00eb fuqin\u00eb e saj pun\u00ebtore n\u00eb 10 vitet e ardhshme, ose 16 milion pun\u00ebtor\u00eb, dhe pa dyshim q\u00eb ky fakt do t\u00eb ket\u00eb ndikim n\u00eb vendet e Ballkanit Per\u00ebndimor si eksportues kryesor\u00eb t\u00eb vendeve t\u00eb pun\u00ebs<\/span><\/i>\u201d.<\/span><\/p><\/p>\n\n

Ballkani Per\u00ebndimor ka patur probleme me papun\u00ebsin\u00eb p\u00ebr vite me radh\u00eb. Sipas<\/span> BHAS<\/span><\/a>, Agjencis\u00eb s\u00eb Statistikave t\u00eb BeH-s\u00eb, p\u00ebrqindja e personave t\u00eb papun\u00ebsuar n\u00eb Bosnje dhe Hercegovin\u00eb n\u00eb vitin 2019 ishte 15.7%.\u00a0<\/span><\/p><\/p>\n\n

N\u00eb Shqip\u00ebri, p\u00ebrqindja m\u00eb e lart\u00eb e t\u00eb rinjve t\u00eb papun\u00ebsuar \u00ebsht\u00eb regjistruar p\u00ebrgjat\u00eb vitit 2010, kur 31.5% e t\u00eb rinjve ishin t\u00eb papun\u00eb. Shum\u00eb student\u00eb faj\u00ebsojn\u00eb sistemin e arsimit dhe munges\u00ebn e kultur\u00ebs s\u00eb praktikave t\u00eb pun\u00ebs n\u00eb Shqip\u00ebri p\u00ebr k\u00ebt\u00eb gjendje t\u00eb tanishme, duke k\u00ebrkuar q\u00eb t\u00eb gjendet nj\u00eb m\u00ebnyr\u00eb p\u00ebr p\u00ebrfshirjen e praktikave si pjes\u00eb e mir\u00ebfillt\u00eb e kurrikul\u00ebs, dhe jo vet\u00ebm si formalitet. \n<\/p>\n\n

\u201cArsyeja kryesore p\u00ebr papun\u00ebsin\u00eb e t\u00eb rinjve \u00ebsht\u00eb fakti se student\u00ebt rrall\u00ebher\u00eb marrin p\u00ebrvoj\u00eb praktike gjat\u00eb studimeve universitare dhe praktikat e pun\u00ebs q\u00eb zakonisht zhvillohen si pjes\u00eb e kurrikul\u00ebs jan\u00eb m\u00eb shum\u00eb nj\u00eb formalitet se sa nj\u00eb p\u00ebrvoj\u00eb e mir\u00eb p\u00ebr zhvillimin profesional t\u00eb student\u00ebve. Si rezultat, pjesa m\u00eb e madhe e student\u00ebve nuk jan\u00eb gati p\u00ebr t\u00eb hyr\u00eb n\u00eb tregun e pun\u00ebs sepse p\u00ebr shumic\u00ebn e k\u00ebtyre vendeve t\u00eb pun\u00ebs k\u00ebrkohet p\u00ebrvoj\u00eb,\u201d <\/span><\/i>tha Gevio Tabaku, p\u00ebrfaq\u00ebsues i <\/span>Bordit Komb\u00ebtar Studentor<\/span><\/a>.\u00a0<\/span><\/p><\/p>\n\n

Sipas<\/span> INSTAT<\/span><\/a>, Institutit t\u00eb Statistikave t\u00eb Shqip\u00ebris\u00eb, n\u00eb vitin 2019 p\u00ebrqindja e t\u00eb rinjve t\u00eb papun\u00eb arriti n\u00eb 26.6%. Ndon\u00ebse ka pasur nj\u00eb r\u00ebnie t\u00eb leht\u00eb gjat\u00eb dekad\u00ebs s\u00eb fundit, p\u00ebrqindja e papun\u00ebsis\u00eb mbetet e lart\u00eb.\u00a0<\/span><\/p><\/p>\n\n

Djellza Kryeziu, 27 vje\u00e7are, q\u00eb u largua p\u00ebr n\u00eb Gjermani k\u00ebt\u00eb janar, tha se nuk beson se do t\u00eb kishte q\u00ebndruar, \u201c<\/span>t\u00eb pakt\u00ebn jo n\u00eb Kosov\u00ebn q\u00eb \u00ebsht\u00eb tani.<\/span><\/i>\u201d\u00a0<\/span><\/p><\/p>\n\n

\u201cGjat\u00eb vitit 2021, MKRS-ja ka zhvilluar disa programe p\u00ebr ta nxitur pun\u00ebsimin e t\u00eb rinjve: Programe trajnimi p\u00ebr nd\u00ebrmarr\u00ebsin\u00eb dhe shkatht\u00ebsit\u00eb p\u00ebr biznes; Programi i granteve p\u00ebr t\u00eb mb\u00ebshtetur nd\u00ebrmarr\u00ebsit e rinj; Programi i nd\u00ebrmarr\u00ebsis\u00eb p\u00ebr student\u00ebt e Universitetit t\u00eb Prishtin\u00ebs “Hasan Prishtina” dhe Programi p\u00ebr Rim\u00ebk\u00ebmbje Ekonomike. Vlera financiare \u00ebsht\u00eb rreth 1,400,000.00 euro,\u201d <\/span><\/i>shkruan ai.\u00a0<\/span><\/p><\/p>\n\n

N\u00eb nivel t\u00eb BE-s\u00eb, ka pasur bashk\u00ebpunim t\u00eb vazhduesh\u00ebm me autoritetet lokale drejt p\u00ebrmir\u00ebsimit t\u00eb sistemit t\u00eb arsimit n\u00eb t\u00eb gjitha vendet q\u00eb aspirojn\u00eb t\u2019i bashkohen BE-s\u00eb dhe konkluzionet nga<\/span> Riga<\/span><\/a> synojn\u00eb t\u00eb p\u00ebrmir\u00ebsojn\u00eb arsimin dhe trajnimin profesional, nj\u00eb politik\u00eb q\u00eb do t\u00eb ekzekutohet p\u00ebrgjat\u00eb periudh\u00ebs 2021-2030.\u00a0<\/span><\/p><\/p>\n\n

Gjithashtu, nga mesi i shtatorit 2020, Bashkimi Evropian ka financuar projektin \u201cArsimi p\u00ebr pun\u00ebsim,\u201d si pjes\u00eb e Instrumentit t\u00eb Asistenc\u00ebs s\u00eb Para-An\u00ebtar\u00ebsimit. Q\u00ebllimi i p\u00ebrgjithsh\u00ebm \u00ebsht\u00eb zhvillimi i burimeve njer\u00ebzore n\u00eb pajtim me nevojat e tregut t\u00eb pun\u00ebs, \u201cduke e rritur r\u00ebnd\u00ebsin\u00eb e arsimit p\u00ebr tregun e pun\u00ebs p\u00ebrmes zhvillimit t\u00eb karrier\u00ebs dhe cil\u00ebsis\u00eb n\u00eb arsimin e lart\u00eb, si dhe p\u00ebrmir\u00ebsimit t\u00eb kapacitetit t\u00eb burimeve njer\u00ebzore n\u00eb t\u00eb gjitha nivelet e arsimit\u201d. \n<\/p>\n\n

Q\u00eb nga 22 tetori 2021 Shqip\u00ebria ka investuar gati nj\u00eb gjysm\u00eb miliard euro [51,540,000,000 ALL] duke<\/span> miratuar<\/span><\/a> Strategjin\u00eb e re Komb\u00ebtare t\u00eb Arsimit 2021-2026, q\u00eb synon lidhjen e sistemit t\u00eb arsimit t\u00eb lart\u00eb me nevojat e tregut t\u00eb pun\u00ebs.\u00a0<\/span><\/p><\/p>\n\n

P\u00ebrve\u00e7 k\u00ebsaj, jan\u00eb zbatuar tri<\/span> Strategjit\u00eb e m\u00ebparshme komb\u00ebtare p\u00ebr pun\u00ebsim dhe aft\u00ebsi<\/span><\/a>:<\/span> 2019-2022; 2017-2021; 2014-2018. Megjithat\u00eb, kur pyet\u00ebm Ministrin\u00eb e Arsimit t\u00eb Shqip\u00ebris\u00eb p\u00ebr rezultatet e strategjive t\u00eb m\u00ebparshme, nuk mor\u00ebn p\u00ebrgjigje as p\u00ebr rezultatet e arritura e as p\u00ebr kostot. Kemi marr\u00eb informacione vet\u00ebm p\u00ebr Programin Komb\u00ebtar t\u00eb Praktikave t\u00eb Pun\u00ebs q\u00eb ka pun\u00ebsuar student\u00eb t\u00eb sapodiplomuar n\u00eb administrat\u00ebn publike p\u00ebr nj\u00eb periudh\u00eb prej 3 muajsh, \u201cdhe deri n\u00eb 200 m\u00eb t\u00eb mir\u00ebve u ofrohet nj\u00eb kontrat\u00eb 1 vje\u00e7are.\u201d Kjo praktik\u00eb \u00ebsht\u00eb zbatuar n\u00eb periudh\u00ebn 2017-2021.\u00a0<\/span><\/p><\/p>\n\n

Qeverit\u00eb e vendeve t\u00eb Ballkanit Per\u00ebndimor duhet t\u00eb fillojn\u00eb t\u00eb punojn\u00eb n\u00eb m\u00ebnyr\u00eb aktive drejt p\u00ebrmir\u00ebsimit t\u00eb situat\u00ebs s\u00eb gjenerat\u00ebs s\u00eb t\u00eb rinjve, p\u00ebrndryshe ata jan\u00eb n\u00eb rrezik t\u00eb lart\u00eb t\u00eb nj\u00eb \u201cshterimi konstant t\u00eb trurit\u201d, nd\u00ebrkoh\u00eb q\u00eb pjesa tjet\u00ebr e popullat\u00ebs q\u00eb punon po plaket. \n<\/p>\n\n
