Kjo \u00ebsht\u00eb ve\u00e7an\u00ebrisht e r\u00ebnd\u00ebsishme n\u00eb Ballkanin Per\u00ebndimor, ku \u00e7rregullimi i informacioneve \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb fenomen shqet\u00ebsues n\u00eb mediat dhe peizazhin e informacioneve(<\/span><a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/EXPO_STU(2020)653621\"><span style=\"font-weight: 400;\">Studimi i Parlamentit Evropian 2021<\/span><\/a><span style=\"font-weight: 400;\">).<\/span><\/p><\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Edukimi p\u00ebr median dhe informacionin\u00ebsht\u00eb thelb\u00ebsore p\u00ebr qytetar\u00ebt e t\u00eb gjitha moshave dhe prejardhjeve, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb zhvillojn\u00eb njohurit\u00eb dhe kompetencat e tyre p\u00ebr t&#8217;u angazhuar n\u00eb m\u00ebnyr\u00eb efektive, me nj\u00eb gam\u00eb t\u00eb gjer\u00eb informacionesh dhe diversitin e p\u00ebrmbajtjes mediatike. <\/p>\n<\/blockquote>\n\n<p>\u00cbsht\u00eb gjithashtu vital p\u00ebr p\u00ebrdorimin e holl\u00ebsish\u00ebm t\u00eb teknologjive digjitale. M\u00eb gjer\u00ebsisht, EMI \u00ebsht\u00eb nj\u00eb mjet i nevojsh\u00ebm p\u00ebr pjes\u00ebmarrjen e informuar dhe aktive t\u00eb qytetar\u00ebve n\u00eb proceset e qeverisjes dhe vendimmarrjes n\u00eb nivele t\u00eb ndryshme.<\/p>\n\n<p>UNESCO argumenton se edukimi p\u00ebr median dhe informacionin p\u00ebr t\u00eb gjith\u00eb duhet par\u00eb si nj\u00eb lidhje e t\u00eb drejtave t\u00eb njeriut dhe, si e till\u00eb, propozon pes\u00eb ligje universale t\u00eb EMI-s\u00eb, si\u00e7 shihet n\u00eb foton e m\u00ebposhtme. Kjo qasje bazohet n\u00eb rolin vendimtar t\u00eb informacionit dhe mediave n\u00eb t\u00eb gjitha aspektet e jet\u00ebs. P\u00ebrve\u00e7 k\u00ebsaj, duke e par\u00eb edukimin mediatik si nj\u00eb parakusht p\u00ebr nj\u00eb demokraci t\u00eb gjall\u00eb, Komisioni Evropian organizoi Jav\u00ebn Evropiane t\u00eb Edukimit Mediatik p\u00ebr t\u00eb promovuar aft\u00ebsit\u00eb dhe projektet e edukimit mediatik n\u00eb t\u00eb gjith\u00eb BE-n\u00eb (<\/span><a href=\"https:\/\/medialiteracyweek.eu\/\"><span style=\"font-weight: 400;\">Java Evropiane e Edukimit Mediatik<\/span><\/a><span style=\"font-weight: 400;\"> 2022).<\/span><\/p><\/p>\n\n<p><p><span style=\"font-weight: 400;\">P\u00ebr m\u00eb tep\u00ebr, K\u00ebshilli i Evrop\u00ebs e sheh edukimin p\u00ebr median dhe informacionin si nj\u00eb r\u00ebnd\u00ebsi t\u00eb madhe q\u00eb bashkon tre dimensione t\u00eb dallueshme: edukiminformacioni, edukimmediatik, s\u00eb bashku me TIK-un dhe edukim Digjital (<\/span><a href=\"https:\/\/www.coe.int\/en\/web\/freedom-expression\/media-literacy\"><span style=\"font-weight: 400;\">K\u00ebshilli i Evrop\u00ebs<\/span><\/a><span style=\"font-weight: 400;\">). I nj\u00ebjti studim argumenton se \u201cedhe kur ata tregojn\u00eb interes, kjo ndodh m\u00eb shpesh p\u00ebrmes shoqatave t\u00eb mediave dhe organeve vet\u00ebrregulluese\u201d (m\u00eb shum\u00eb <\/span><a href=\"https:\/\/www.mminstitute.org\/wp-content\/uploads\/2022\/02\/Media-and-Information.pdf\"><span style=\"font-weight: 400;\">k\u00ebtu<\/span><\/a><span style=\"font-weight: 400;\">). P\u00ebr shembull, mediat mund t\u00eb mb\u00ebshtesin rezultatet e EMI-s\u00eb duke e rritur k\u00ebrkes\u00ebn e konsumator\u00ebve p\u00ebr produkte dhe sh\u00ebrbime cil\u00ebsore mediatike, duke prodhuar p\u00ebrmbajtje kreative q\u00eb i ndihmon qytetar\u00ebt t\u00eb kuptojn\u00eb median dhe informacionin m\u00eb mir\u00eb, duke u angazhuar me pal\u00ebt e interesuara si arsimi dhe sektor\u00ebt e shoq\u00ebris\u00eb civile dhe duke ofruar hap\u00ebsir\u00eb \u200b\u200bp\u00ebr promovimin dhe programet e EMI-s\u00eb.\u00a0<\/span><\/p><\/p>\n\n<p><p><span style=\"font-weight: 400;\">Megjithat\u00eb, edukimi p\u00ebr median dhe informacionin \u00ebsht\u00eb nj\u00eb objektiv l\u00ebviz\u00ebs, si\u00e7 argumenton <\/span><a href=\"https:\/\/blogs.lse.ac.uk\/medialse\/2018\/05\/08\/media-literacy-everyones-favourite-solution-to-the-problems-of-regulation\/\"><span style=\"font-weight: 400;\">Sonia Livingstone<\/span><\/a><span style=\"font-weight: 400;\">, sepse \u201c<\/span><i><span style=\"font-weight: 400;\">nd\u00ebrsa shoq\u00ebria b\u00ebhet m\u00eb e varur nga mediat<\/span><\/i><span style=\"font-weight: 400;\">, <\/span><i><span style=\"font-weight: 400;\">mediat po b\u00ebhen m\u00eb komplekse, me ndryshime t\u00eb shpejta, m\u00eb komerciale dhe t\u00eb globalizuara<\/span><\/i><span style=\"font-weight: 400;\">\u201d. N\u00eb k\u00ebt\u00eb kuptim, angazhimi i organeve mediatike n\u00eb EMI-n\u00eb k\u00ebrkon planifikim strategjik dhe v\u00ebmendje t\u00eb vazhdueshme, burime dhe p\u00ebrkushtim. Kjo mund t\u00eb jet\u00eb ve\u00e7an\u00ebrisht sfiduese p\u00ebr mediat lokale duke marr\u00eb parasysh kufizimet e tyre n\u00eb aspektin e q\u00ebndrueshm\u00ebris\u00eb financiare.<\/span><\/p><\/p>\n\n<p>Gjithashtu, boshll\u00ebku i njohurive dhe aft\u00ebsive p\u00ebr sa i p\u00ebrket EMI-s\u00eb nuk mund t\u00eb plot\u00ebsohet vet\u00ebm nga organet mediatike, ai k\u00ebrkon nj\u00eb qasje shum\u00ebpal\u00ebshe dhe bashk\u00ebpunuese q\u00eb p\u00ebrfshin politik\u00ebb\u00ebr\u00ebsit, shoq\u00ebrin\u00eb civile, arsimin, biznesin dhe mediat.
